Brittany Keene Brittany Keene

Environmental Assessment and Permissions Division

Brittany Keene is a Senior Program Advisor with the Ministry of the Environment, Conservation and Parks, where she leads strategic initiatives to modernize Ontario’s environmental permissions framework. She holds a Master of Environment and Sustainability from Western University and a Bachelor of Science in Biological Sciences from the University of Ontario Institute of Technology.

Brittany brings over a decade of experience in environmental policy, program development, and stakeholder engagement across municipal and provincial governments. She has contributed to a range of sustainability and environmental initiatives with the Town of Ajax and the Town of Oakville, including air quality legislation, waste reduction strategies, and community outreach programs.

Her work has earned her an MECP Crystal Award for Partnership and Teamwork, and an MECP Recognition Award, and is known for her collaborative leadership, legislative expertise, and commitment to advancing environmental protection through innovation and stakeholder engagement.

Cathy Curlew Cathy Curlew

Cathy Curlew is a seasoned environmental policy and program professional with over 25 years of experience in Ontario’s public service. Currently a Senior Program Advisor at the Ministry of the Environment, Conservation and Parks, Cathy leads strategic initiatives that support environmental permissions for MECP’s sewage, storm water management and industrial wastewater programs.

Cathy’s career spans key roles in environmental compliance, policy reform, and stakeholder engagement, including leadership positions at the Ministry of Natural Resources and MECP. She combines her technical knowledge with a collaborative approach, drawing on her Honours degree in Environmental Biology from the University of Guelph. Cathy has spearheaded major policy updates in the aggregates sector, advanced wastewater and stormwater management programs, and facilitated cross-ministry collaborations to align excess soil regulations with evolving environmental standards.
